it hurts the leg and ric flair would just work on the legs and

My mistake. I thought the Chop Block was those open hand chops, he does to  
his opponent at the turnbuckle corner. I looked it up, and yeah, it is a  
wear down move to set up the legs for a submission. He hits it hard enough  
with his shoulder to hurt the leg.
